Operating Model

Although the boundary includes on-chain token contracts and CCTP, the critical operational inputs remain centrally controlled rather than supplied by open independent operators.</p>
Value Creation
<p>Value is created through Circle’s off-chain reserve management, regulated issuance and redemption infrastructure, and compliance-controlled minting and redemption processes, together with on-chain token contracts and CCTP-based interoperability that enable native transfer and settlement across supported blockchains. The core service therefore depends on both off-chain issuer operations and in-boundary on-chain infrastructure.</p>
Value Capture
<p>System value is primarily captured through off-chain reserve-related economics and routed to Circle-controlled entities and contractual counterparties. The included on-chain components support distribution, transfer, and interoperability, but do not create a tokenholder claim on system cash flows.</p>
