Founded in 2019, it operates through on-chain programs and tokens on Solana alongside off-chain hotspot radio infrastructure. The system boundary includes Helium’s Solana programs and tokens, Data Credit mint and burn mechanics, hotspot infrastructure and core networking services, while excluding the Solana base-layer validator set and third-party carrier networks other than as counterparties.

Payments
- Prepaid Credit
Right to burn HNT to mint non-transferable Data Credits for Helium network data transfer within a closed loop. Data Credits are used to pay for Helium data transfer and are generated by burning HNT at an oracle-priced conversion rate, with protocol accounting showing Data Credits minted exclusively via HNT burns.
Value Distribution

Right to benefit from increased percentage HNT ownership via protocol-driven HNT burns when HNT is irreversibly converted to Data Credits used for network service consumption.

Operating Model
Helium coordinates core accounting on-chain via programmes and tokens on Solana, while relying on off-chain hotspot infrastructure and an identifiable core developer, Nova Labs. Upgrade roadmaps are led by Nova Labs but are subject to veHNT holder approval through periodic Release Votes, with Release Proposals evidencing multiple successful votes in 2025.
Value Creation
Productive activity in Helium is the provision of real-world wireless coverage and data transfer via hotspot infrastructure operated by network participants. On-chain incentives coordinate and reward this contribution, with hotspot operators and deployers earning HNT under the post-HIP-138 reward model.
Value Capture
Helium captures usage value via Data Credits: users must obtain Data Credits for data transfer, and Data Credits are generated by burning HNT at an oracle-priced conversion; usage activity is observable via published fee/revenue tracking.
Governance
Binding on-chain changes, spanning economic, governance, and technical parameters, are decided by veHNT holders, while Nova Labs leads the upgrade roadmap and authors the release proposals submitted for vote. Under HIP-141, governance is veHNT-only (with proxy voting) and operates through periodic Release Votes to approve developer-proposed upgrades, with emergency deployments subsequently subject to community ratification.
